Laosicheng, formerly known as Fushicheng, is located in Laosicheng Village, Lingxi Town, more than 20 kilometers east of Yongshun County, Xiangxi Tujia and Miao Autonomous Prefecture.
Laosicheng was the political, economic, military, and cultural center of the Pengshi Tusi in Yongshun from the fifth year of Shaoxing in the Southern Song Dynasty (1135) to the sixth year of Yongzheng in the Qing Dynasty (1724). It was divided into Neiluo City and Wailuo City, with eight streets and ten alleys crisscrossing each other. The population was dense, and the market was prosperous. There are records in historical records of "3000 households in the city and 800 households outside the city".
As the material carrier of the chieftain system and a living specimen of the regional autonomy system of Ethnic groups in Chinese history, Laosi City was announced as the fifth batch of Major Historical and Cultural Site Protected at the National Level in 2001.
In September 2010, Laosicheng Site was included in the first batch of National archaeological park of China project list. On July 4, 2015, the "Chinese Tusi Heritage" jointly represented by Yongshun Laosicheng, Hubei Enshi Tangya Tusi City Site, and Guizhou Zunyi Hailongtun Tusi Sites was included in the UNESCO World Cultural Heritage List.
